Shivering is a defense mechanism to generate heat. It's where you stop shivering but are still cold that you have to worry.

Humans can shiver when hypo, hyper or normo thermic and is dependent on underlying causes.

I'd imagine uncontrollable shivering would be a problem, yes. Call the doc or get thee to Urgent Care.

I don't recall the temperature but every bit of training I have had on the matter is that uncontrollable shivering is a sign of hypothermia. Get warm, get medical help if you can't.
