IDK, the head shape seems like a dead giveaway too. No pun intended.
Harmless snakes tend to have narrower heads and no obvious "neck". This one looks like it has a wide head and a clear neck, that's a clear sign of venomous vs non.
In any case, better safe than sorry and animal control is your best bet!

Get your neighbour’s kids to play with it.
It it bites them and they die, you know it’s venomous and can take precautions.

Unless it is in a zoo in a glass cage, when I see one, I GET THE FUCK AWAY.
I know nothing about snakes. I have held boas and pythons but those were well handled by owners/zookeepers. In the wild I stay away from them.
Usually however, all be it not always the case, anything with a shovel spade shaped head is going to be poisonous. More often than not anything with a bullet round face is most likely not poisonous. But again, if you don't know best thing to do is keep clear.

There is only a single North American venomous snake without a head wider than it's 'neck,' that being the coral snake. While this one doesn't look like a coral, from what I can see it's head I'd wider than it's 'neck.' That usually indicates it's venomous. I'd call someone else to remove it.

No good angles on the head..and it's in water. Still, looks like a brown water snake to me. If it's eating your fish it's living within feet of the pond. Under a rock, in scrub roots. Find it and kill it there.

I'm not a snake person by any means, but I would definitely call animal control.

Not your eyesight at all. That's why I prefaced my comment with "from what I can tell." I cant see it clearly at all. Mostly I'm just advising caution. While very few people actually die from venomous snake bites, it's always better safe than sorry.
