There is no such thing as a "host" on Google+ Hangouts. One person might start the hangout, but after that they don't have any control over it. Anyone can invite people to it, and if the first person leaves, the hangout still remains active (with the remaining people).

It isn't a peer-to-peer system, it's all done via Google's servers.
