A thought occurred to me earlier. You might simplify the rules even further by presenting a simplified statement of a rule, along with a hotlink and/or a mouseover to a more complete definition of the rule. Actually, taking a quick gander at the job that Shell did, they're probably good as it sits. But you still could provide expanded explanation of them through the mechanisms I suggested.

It’s literally a simplified statement of the rules with a link to a more complete version. What were you suggesting?
