December Solstice occurs - 2012: 21 Dec 11:12 (UTC) which would be 19:12 (07:12 PM) for us here in Perth Western Australia

Winter (Summer for you bottom feeders) falls somewhere between the 20th and the 23rd. It hasn't necessarily always been or will be in that date range though as solstice are a result of axial tilt and wobble which are subject to some change.
