No, it's the same as saying if he didn't identify sexual orientation before puberty, then how can he claim that he was born that way. If anything, it implies being born asexualy oriented.

Born that way means one is genetically predisposed to being gay, or straight even. I honestly do not know of anyone who can honestly claim they were sexually attracted to men or women before reaching puberty, though they may have felt a certain nonsexual attraction to a particular gender. Even straight people are born that way. Puberty, with the aid of hormones, is what essentially informs the individual what his or her sexual orientation will be.
