As for the likelihood of strangers talking to each other, just yesterday while browsing in the bread aisle of my local Sainsburys a guy broke out into a big yawn while doing the same. "Are we keeping you up?" I asked. We then had a brief conversation about the freshness of the bread (comparing dates). Never met him before. Will probably never meet him again.
It may well be true in London, but London is not a synonym of Britain.
