Couldn't tell you who's sock he was. All I know is he was given three opportunities to post sans proxy, promised he would do so, and instead, disappeared for an extended time (although I readily admit "extended time" for the third instance was 20 minutes, but that was far longer than the "one sec" he claimed he needed to drop the proxy).
There are legitimate reasons for using Tor or other proxies. If you have a reason, we'll generally accept it at face value, provisionally. JCL had no reason (other than "I use it all the time", which given how pig slow Tor is, stretches credulity). He promised on three separate occasions (once in PM, twice in open forum) to log in without Tor so we could clear him. The first time, he disappeared for quite some time, the second, for around a month. When he didn't immediately do so the third time, well, the result is predictable.
The moral if the story is this - obstructing staff investigations will lead us (well, me) to conclude the allegations are true.

Um, noob that I am, isn't the whole point of Tor that admins and mods can't tell it's Tor ?
Or am I thinking of something else?

No. It's pretty damn apparent (*) when someone is using Tor. What isn't apparent is their actual IP and where they are geographically located.
(*) It's apparent because posts appear to be coming from all over the world, the IPs of Tor exit nodes is not exactly a mystery, and many of them, when you do a hostname lookup by IP, have 'Tor" as part of the hostname.

It isn't usually difficult to tell if someone is using a non-Tor proxy. It's trivial to determine someone is using Tor.
Neither of which is against the rules - but it is suspicious if you don't have a reason (e.g. an apostate posting from Iran is a very good reason), and it's especially suspicious if you're trying to give the appearance that you're being cooperative when in fact, you are obstructing.
