Sure, it's all relative. I could probably train you to identify a Tor IP in about 5 minutes, even if you didn't understand the underlying principles. :p Thing is, it's nigh impossible (for mortals and non-three letter agencies) to identify the identity of someone using Tor, but identifying THAT someone is using Tor to access your site is a whole 'nother kettle of fish.
