He could have given such an order, but that doesn't help us distinguish between self-serving narratives that justify genocide and a command from an actual supernatural being. A tri-omni god could have prevented the errant nations from carrying out their evildoing in any number of ways.

Actually, he didn't favor the Jews over anybody. He also wreaked havoc on them as well a number of times. Anybody who sincerely seeks out God will find him.
