It's google translator. The guy is using insults and expressions which may make sense in his own language, but translated by a machine come out as comedy gems, such as " falsely puffed up street dog"... LOL... That's a good one.

It takes the form of asserting that if someone else does not know something, it increases the odds that your assertion on the subject is more likely to be true. It idoesn't.
