The moment you have shared a secret, it is no longer yours. Each idea in a brain is new and unique, even if it originally came from elsewhere. The only way to maintain an intellectual 'property' is to never say it, never hint that it is there, never allow others to think it.
And my understanding of theft stems from my understanding of ownership. The government cannot steal from you... as it owns all of that which you believe you posses. Only those who were too slow or weak to get away 'clean' are thieves, as they are attempting to take a thing which is clearly not theirs (as they have failed to defend it themselves).
Plagiarism is only dishonest if you say that you came up with the idea on your own... and it is never theft,, as you cannot steal ideas (each one being new, if a clone). I don't like people trying to take credit for other's work, but that is not a measure of thievery: it is one of honesty.
