Here's why:

The Chicago PD is under investigation by the Justice Department. And after a threat by the American Civil Liberties Union to sue the department for racial profiling, cops have been ordered to be more selective about who they stop and are required to write a detailed, two-page report on each one.

A detailed, two-page report on each stop, while it sounds good in theory, is necessarily going to reduce stops. If nothing else, it's damned hard to make a stop while you're writing a report.

Yep Chicago needs to go back to what they were doing even if it seems wrong and even racist hey at least it kept people safe because fuck that murder rate spiked  so damn high.

How do we know that the murder rate would not have spiked regardless of police stops? Perhaps there is a new wave of drug / gang activity. In the boonies here in Kentucky we are having a rise in fenanyl laced heroin on the streets.

Actually that would make sense too because of drug related reasons because synthetic marijuana has different affects  on people.

Let's not be insensitive to cultural differences here. This supposed epic fratricide isn't even on the radar of the community organizers and activists there and having a bunch of outsiders coming in and touting their 'superior' morality is offensive in the extreme.

Chicago is 1 city as part of a larger sample of the entire nation. Secondly, the neglect of urban settings nationwide is a direct result of the 36 years of gerrymandering and having the greatest lopsided average of power in that same time. Gun death is everywhere, not just big cities. I live in the sticks and hear about shootings and gun death almost every day.

Profit protection and asshole lobbies like the NRA have learned to pit blacks against whites and both against cops. 

Urban blacks like rural whites suffer from the same problems, lack of livable wages, lack of affordable health care and a flooded gun market. Crime is not greater because of skin color in big cities, it is greater because the population is bigger always in cities. The vast majority of poor blacks are still not violent criminals.

The fucking asshole NRA are the minority of all gun owners nationally, and they are funded by the weapons lobby whom love the fear because that NRA heat shield allows them to sell to both cops and society. Keep fearful whites and blacks and cops scared, that fear sells more guns.

It's not so much caving to a threat as it is realizing that their corrupt asses have a spotlight on them. If they don't like filling out paper work, maybe they should have thought of that before violating their citizens' civil rights and conspiring to cover that up.

Surprise, surprise that a police force that can't garner the basic trust from the population is having a hard time policing crime.

Apparently the boys in blue are having a hissy fit because they can't shoot people on sight any more.  

It's also time to dispose of the notion that cops stop crime.  Cops show up after the fact of a crime to "investigate." *  Unlike TV where the show has to last for an hour, less commericials and opening/closing credits, most crime involves people who know each other so it really isn't that hard to identify the suspects.  Actual criminals are not masterminds who meticulously plan their actions.  Usually they are just people who get pissed off about something and go berserk.

* unless it is a situation where the cops deliberately escalate a situation so as to create a crime.... in which case the so-called "investigation" is just a white-wash of their own actions.
