General, Deploy the bioweapon project "Locust".

Thinking about this, nearly all the plagues could fall under bio weapons... God certainly was ahead of his time!

Marketing.  If more people knew about koala behavior, the 'cuteness factor' would slough away pretty quickly (koalas have been known to open up dogs, probably to see what makes them go).
