If accountability simply wasn't an option - regardless how far up the totem pole you go, the bosses don't see it as being offensive - I would guess you would quit the company at that point?

Nope they would have to fire me because I'm not letting it go and if I get fired I'll clear that publicity that this is a company that allows asshole behavior and hopefully it either pressures through public scrutiny or they can live with bad reputation (Again this is pie in the sky because incredibly unlikely it would get this far )

I also have to ask, how would you define racism offensive enough to go to a boss over? What would be a general rule of thumb for when it crosses the line and becomes an offense?

Your boss is not your father; it is not his job to do what every adult should be able to do at the most basic level; solve interpersonal problems *by themselves.*

A boss is an administrative figure who should make it clear asshole behavior has no place at work. 

You are an adult; your coworker is an adult - behave like it.

It's 100% adult to report asshole behavior at work  to people higher up so they can handle it 

You don't like what they said? Cool, ignore it.

You don't like what they said? report it because asshole behavior has no place at work nor should you have to put up with it

Let's just skip that part and go straight to the part were the person is yeeted for asshole behavior 

It is part of the rules in corporate Canada that when there is conflict, abusive language, you shouldn't handle it by yourself.
You should report it to your boss/supervisor. The info will probably be submitted to HR, it probably goes into your file and they will probably talk to everyone who is involved.

There was a case where my mother worked. For some reason, a group of afghan women were picking on another afghan woman. She was crying a lot. I'm sure she hated to go to work. My mom was being friendly with her. I think it was the only friend the afghan woman had at that work location. Eventually, the afghan quit.

Since Canada is a multicultural place and since it brings people randomly from any country, for sure, there is conflict to be friction in the workplace.

There is going to be plenty of such cases.

American Atheists Wins Settlement for Harassed Nonreligious Student

Houston, TX—Today, the civil rights organization American Atheists announced a successful settlement on behalf of a nonreligious student who was harassed, disciplined, and retaliated against for sitting out the Pledge of Allegiance.

The defendant, the student’s 12th grade sociology teacher, agreed to settle the case. As a result of that agreement, the Texas Association of School Boards, a risk pool funded by Texas school districts, has paid $90,000 to resolve the case before trial.

“Nonreligious students often face bullying or harassment for expressing their deeply held convictions,” said Nick Fish, president of American Atheists. “No one should have to endure the years of harassment, disrespect, and bullying our client faced. The fact that this happened in a public school and at the hands of staff who should know better is particularly appalling. After nearly 5 years of litigation, the defendant finally made the only smart decision and agreed to settle this case.”

If you have to ask, I'd say a couple factors would be involved. The most important of which would be a sustained pattern of behaviour and bad intent. Ideally, unless the racism in question was particularly extreme (usually something on the order of "if the ADL has a hate symbols page of the thing in question" or "blatantly supporting violence against minorities"), I'd try to at least talk with the people in question and get them to at least stop. If they don't stop, then it goes to HR.
