Never saw a single episode of Cheers but I know the character. He was the inspiration of a beloved Star Trek: Deep Space Nine character called Morn (same letters rearranged obviously). Morn was constantly described as excitable and very talkative but in the 7-year run of the show, he was never seen to utter a single word.
Only two things are infinite, the universe and human stupidity, and I'm not sure about the former.
