The Republican (current) narrative is that the US government is temporarily shuttered because Democrats want to fund healthcare for 22 million ‘illegal’ immigrants (they actually want insurance subsidies extended for 22 million American citizens). This claim is doubly strange because 1) undocumented immigrants are not eligible for government healthcare, and 2) best estimates are that the US has 13 million undocumented immigrants, not 22 million. I see two possibilities here:
1) The number of undocumented immigrants has increased by 9 million - about 1 million per month - since Trump took office. 2) Republican are lying through their fascist teeth and hoping the base won’t notice. Golly - I wonder which one it could be… Boru

The shutdown and Trump's threat to fire tens of thousands of federal workers is essentially hostage taking -- "either let us cut their health-care, or we will take away both their health-care and their income by firing them."
