In most cases it is not a gift. The Chinese rent the animals out to raise funds for their panda conservation program. They retain ownership of the animals, charges $1 million a year for each, and will want the animals back at the end of the lease. The recipient of pandas are not allowed to try to breed the pandas in custody unless it is with another panda the Chinese approved of, and they also want any offsprings back.

You can freely turn it down. But but history of panda in zoos shows the animals have such chrisma as to increase the ticket receipts of zoos by a lot more than the cost of leasing the panda. So most zoos crave them despite the crippling restrictions the Chinese put on the care and handling of the pandas. But the Chinese are rather stingy in renting out the pandas in their captive breeding programs. So most zoos that can afford the rent still can't get a pair.

I'm not aware that we're dying off just yet. Sure there's all sorts of talk about running out of resources, or the sun dying in 1-2 billion years, but I don't count Humans as an endangered species.
