Why would they be unable to do anything about the controls? Is button remapping out of the question somehow? What's the critical issue with it?
Nexus also usually takes a few years to have that 'stellar set' of 'must have' mods that 'are pretty much bug free and make everything better'... it's very much still in the initial development phase as far as I know, which means that major coding work is trying to take this new beast.
Texture shit, or otherwise 'easy stuff' (removing restrictions based on class, for instance), are most of what you'll see for a while. Give it a year, and if the game can be worked with at all: there will be some sweet modularity for her by then. Give DAI 2 years, and those sweet mods will be polished, probably with the fat cut out.
I don't have the game on computer... but is management of the user interface a major problem? This is a skyrim example of that being fixed up...
