I'm not sure he's 'anti-dictator'.  You have the Five I Wills of Satan in the bible that suggest that this character wants to be worshiped by all.  Again assuming that the Christian Bible is true -- Jesus describes Satan as a killer who cannot tolerate the truth.  Considering that Yahweh is not considered a killer and kills as many people as he does and created a pit of fire, I can't imagine if the Christian Bible is true (which we are doing for the sake of this hypothetical) that Satan is such a good guy either.

Especially going by Job.

God: Look at Job.  Isn't he fucking awesome?  Won't do anything wrong.

Satan: Well no shit.  You're protecting him.  Bet if you were an asshole to him, he'd curse you!

God: Fine, do to him what you want.  I'm all out of fucks to give.  Just one rule though.  Don't hurt Job.

Satan: Cool.  I'm gonna kill all his kids, and servants and animals. 

God: Sure.  Go ahead.  I like a good test as much as the next deity.
