On your other point I don't think there is a state in the nation which has an effective CPS division. Here in Arizona they fire administrators and they investigate case-workers and they change the name of the department..... they do everything except hire a sufficient number of investigators to keep track of the case load. Then, when the legislature's criminal negligence results in some kid dying everyone acts as if they are shocked.

Pretty much. In this case, Massachusetts DCF had two cases against the mother for various child endangerment issues. Both were closed. Even though she was a raging heroin addict, and the kid was abused, and everything else. No one gave a shit about the little girl. So long as paperwork was filed, no one actually cared enough to check on her well-being.
But, yeah, they've rearranged the deckchairs of the department a few times over the last couple years because of kids getting beaten into comas or killed. And everyone's like, "Oh, it's a tragedy! Do something!" And the state government makes promises, fires/hires people, moves existing employees around, and nothing really changes in terms of how cases are (mis)handled.
I'm not sure how my state's DCF compares overall. I do know that NH hasn't had anything approaching the incompetence of Mass. Yet.
