The "War on Crime" here in the USA has had effects on both sides of the badge. Guys know they aren't going to get fair process if they're caught, so they try to run or fight. The cops know that more people are fighting back, so if the guy has been "in the system" (and thus knows the unfairness), he may be willing to die in a hail of gunfire than go through the cruelty of the system again. In other words, if the guy had a felony history, the cops will treat him as a threat to them if he is in any way not-submissive, and it's easy to get into a shooting situation with that mentality. It's exacerbated if the races are different, because studies have shown a much higher likelihood of (even black officers, but especially white ones) reading minority facial and body-language clues in a way that is threatening to them.
I'm just sorry this tape is already "out there" before the officers had time to fabricate a story, so we could show (yet again) that the police will fabricate testimony/reports to suit their own needs with no regard for the truth. America needs to have that lesson hammered into their heads a lot more-- it is belief of jurors in the legitimacy of the guy sitting on the stand in his badged uniform that results in a great many false convictions (or guys who plead out, mid-trial, after they see the effect the cop's false testimony had on the jury).
Edit to Add: Looking again at the video, I'd bet the victim is Latino. The shooting is in San Antonio, Texas, where the guy would have been safer from the cops if he had instead been black.

I replied: Can I refuse? Because I find the entire concept of vicarious blood sacrifice atonement to be morally abhorrent, the concept of holding flawed creatures permanently accountable for social misbehaviors and thought crimes to be morally abhorrent, and the concept of calling something "free" when it comes with the strings of subjugation and obedience perhaps the most morally abhorrent of all... and that's without even going into the history of justifying genocide, slavery, rape, misogyny, religious intolerance, and suppression of free speech which has been attributed by your own scriptures to your deity. I want a refund. I would burn happily rather than serve the monster you profess to love.
