Any place that has yellow lines like that is a place where you are not supposed to park. If you do, you can get a ticket.
Moreover, many spots are labeled 'Van Only' but there's no real enforcement of that. Basically, if you have a handicap license plate or placard, you can park there. If not, you can get fined and/or towed. Unfortunately, many people continue to use their expired placards because they're assholes and cops tend to be lazy and only look to see if there's a placard or not.
