Probably not even all the families within a 50 year flood plain let alone though in the thousand year only flood plain.
Most of the people live within an inch of a river in that area.  Rivers flood.  And they also have to take in consideration the overall geography of the region.  Hilly areas channel a lot of water downstream so if you're at the base you will get flooded even if there aren't any actual streams or large rivers near you.
