If by "blueprint" you mean "this is the way that particles interact, period", then yes, I suppose. Otherise, not on your life.
That's what I'd call a design
That is the universal law of the universe, "this is the way that particles interact,period". You're welcome,scientists searching for that ultimate law.
Science does the job of discovering why this is the way it is. Science cannot know how this universal law of the universe came into being.
It's almost as if someone or something set a base as a design and the world sort of build itself on that base.
