Should this womans past matter?

We don't have rules in place to prevent people from becoming parents.  Hastily acting to deny her that right could set a dangerous precedent.  I don't know.  I'm divided on the issue.  I think the main stickler is that she only got 5 years for the prior murders.  It's that which inclines people to suspect she's still dangerous.  What were the terms of her release?

Amanda Hamm was convicted of child endangerment and served five years in prison for watching her boyfriend carry out a plot to drown her 6-year-old, 3-year-old and 23-month-old children in 2003 because they interfered with the couple's relationship and his sex-and-drugs lifestyle. He was convicted of first-degree murder and is serving a life sentence.
