For me it is Tennant > Smith > Eccleston.
I didn't like Eccleston that much since he was only in it for one series, and I think the character really started to develop properly once he became Tennant. Smith is ok, but I think Tennant is a better actor and had a better portrayal of the Doctor. He was able to be wacky yet deadly serious, and had the capacity for proper relationships with his companions, whereas Smith's character is just wacky 24/7.
