Sir, it would be "past lives" instead of "past life" . Through out Sansara one accumulates good and bad karma. If a person is wonderful in the past life and scum in the present that might be the karma in the lives before the last.
Regarding the deer, one cannot decide that. No one can. It depends on the karma one has brought through out their lifetime. The last thought at the time of death and the karma one has accumulated during your lifetime is a deciding factor of the next birth.
EDIT: If a person is a drunkard most of her life and be a botheration to the people around. In the next life she may be born as a deformed person. However if that person was living a life helping others and doing good karma but still a drunkard , in the next life that person may be deformed but with comforts. People to look after with proper care etc.
