I think it's basically just rooted in their insecurity about anything sexual. As in, most Christians and religious peoples, probably more prevalent in earlier history have shown that there is a dislike for anything sexual, in fear it would lead to something else. This comes from the era in which Women weren't allowed to show hardly any skin, and were forced to wear dresses down to their ankles. They don't know why masturbation is bad, just like they dont know why hiding all visible skin is necessary either.
Which is better:
To die with ignorance, or to live with intelligence?
Truth doesn't accommodate to personal opinions.
