We're tough as nails, it doesn't take much to keep a kid from dying off, even outright neglect isn't, generally, enough. The only core competency required to have a kid is finding the hole. The only core competency required to raise it is to hate the sound of it's pathetic screams enough to stuff something in it's mouth. This might help to explain why we don't see much need for elaborate education or licensing schemes.
