I don't think it's such a black and white issue. I couldn't tell you if ISIS is better than Saddam or vice verse because I don't live in Iraq and it depends who you ask that question to who does live there as to what answer you're going to get.
Saddam Hussain ordered the killings of a lot of people (probably not as many as Richard Nixon) the leaders of ISIS order a lot of killings. Saddam Hussan was relatively secular compared to ISIS, but that isn't saying much since even Al Qaeda supposedly say ISIS are too extreme.
If America wants to stop everyone fucking everyone else over in the world first of all it would be pretty hypocritical to suddenly do this now after America's history of fucking over other countries. Secondly it would pretty much be pointless and futile and definitely result in an economic disaster.
That's not to say charitable aid and some use of force is out of the question.
