Are you seriously comparing this to sunglasses, or even a scarf? What single distinguishing feature can you make out? It's impossible to even tell the gender, or approximate age of the wearer. There could be a bearded dude with 2 hooks for hands and a bucket of TNT taped to his nuts under there, for all we know.
Also - most people wearing sunglasses, hoods, or other garments obstructing their faces usually have no problem taking them off for the purpose of identification and if they refuse - they're immediately suspicious. Muslims on the other hand are likely to call upon their religious rights, in order to avoid being identified, making this quite problematic for law enforcement - just like in one of the examples I provided earlier.
