Randos, that's who. "Eliminate" them and someone else will produce the goods to fill the need which generates wealth. This procession will continue indefinitely, and your resources will be exhausted long before you manage to eliminate the goods....but long after you've eliminated a great many people. In effect, the victory condition for this suggestion is to replace the current tyrant with tyranny of your own. Why not just stay in bed?
