Every living being is expected to work as they are supposed to be. Human beings are to act like humans, and animals are expected to be like animals. The ability to rationalize is just an attribute of humans.
Animals, even if they cannot rationalise their actions, doesn't mean they don't have karma. They definitely do what they are supposed to do. The lions, hunt, and protect their pride; the snakes are expected to bite when in danger, and that is their karma (work / action).
