No, he wasn't dead. He was reported dead at the scene by people who had a very good reason to get the fuck out of there in a hurry. Most people don't want to linger very long at the site of an attempted KGB assassination, and even fewer want to tell them they didn't do the job right.
He was badly injured and required emergency surgery, but he wasn't dead. He was merely misdiagnosed by people who had a vested interest in labelling him as being dead.
