Concentration camp isn't a death camp. Konzentrationslager isn't a Vernichtungslager. One served to isolate, other just to kill. Also KZ is used as catchall term for Nazi place of imprisonment.
Building of first Death camps in Bełżec and Chełmno (Kulmhof) started in October of 1941*. Camps that existed earlier served other purposes; mass killing at the time was done by shooting.
