Does this means that the development of the brain come come first and the mental development follow?
Of course not, there is no evidence that this is the case.

Seeing as that was never in contention, this point is irrelevant to whether you've been shown evidence that consciousness is in the brain.  So what the fuck does this have to do with anything?

In fact it make sense that this is not the case and that it may well be the opposite as the wish to evolve come before the matter is build.
A builder got the idea to build something so the idea come first and the building follow not the other way around.
One more demented point.
It say..........Brain damage destroys mental capacities..........
Obvious.
It would be like to say that a car accident hurt the driver.

It's called an inference.  Understandably you haven't heard of it as all you know are stories and analogies.

But let us come to more demented points.

Because the mind is stuck inside the body-brain.
Just imagine you after an accident.
You are stuck inside your vehicle.  
How the hell can you fix your damage vehicle by being stuck in it?

More stupid analogies.   You have been given evidence that the consciousness is in the brain.   If you believe something else, it doesn't mean you haven't been provided evidence.  And that was the point.
