Over here paper-pusher (or pen-pusher more commonly) is a type of job not in any way restricted to government.
Contempt is the wrong word, I think there are important roles for government, I just think there are tons of things that they're involved in that they are neither good at nor needed to do and there are plenty of things they get involved in that are down right detrimental to society.
You really think that someone being raised in a, say, southern baptist home with two parents and siblings is WORSE than someone going from home to home never forming strong family bonds and all the psychological problems that brings? I HIGHLY doubt it.

I'd rather die before I let myself get brainwashed. A brainwashed me is detrimental to society so I hope that it doesn't exist. A brainwashed foster kid is worse than a kid with no foster parents, in my honest opinion.
