Putting a crime boss into a country's leadership isn't such a bad idea to some extents (they've already proven themselves competent against the government). Sadly, their organization would be likely to lean on them, and they would either have to kill all of the ranking members (to say nothing of bringing down lesser members if it came to it) or fear for what are likely somewhat talented assassins.
