When they go back they make clones. Also they were jumping around in time so much that they caused different outcomes
and different branches of timelines. With that happening you have the clones making more machines opening up more time lines
and you have the third guy who shows up Granger all because of Abe 1.
The time machines don't create clones, and they don't allow you to go "forward" in time. Rather, they allow a traveler to travel from a point in the present back to the point when the machine was turned on, and then back to the present. You can't use the time machine to travel further into the future than you were when you got into the machine.
As for the clones, that's not what happened, it's just that because you get in the time machine in the present and get out in the past, for the hours in-between there exist two versions of you, until one version gets in the time machine.
