Alaska... that explains it. What are you going to hit up there besides snow and moose? Not as populated up there as in the lower 48...or to be more specific - the East coast. Here, it's age 15 and 9 months you can apply for your learner's permit by taking the written exam. When you've got your required credit hours in plus your required driving hours in and your certificate for passing the driver's ed course has been signed by the instructor, you can then take the driving test. If you fail that, you have to wait 30 days to try again.
