Police should investigate criminal complaints, not University Administrators. Counts of Law should determine guilt or innocence, not University Administrators. Judges should issue sentences, not University Administrators.
There's definitely some room for compromise though. The university has a code of conduct which students agree to, and some stuff on that code of conduct might not be criminal in nature. I don't mind universities investigating stuff that the police really shouldn't be wasting their time with.
