Depending on what kind of writer GRRM is (an outliner vs. a seat-of-the-pantser) I cannot imagine he doesn't at least have an idea of where he's going with the stories beyond who is sitting on the Iron Throne at the end - I'm talking in the arena of "this is generally what happens to Bran" "this is Arya's story in a nutshell" "Here's what Dany gets up to"
