I guess what it needs is a golden rule unheard of in religion... one that says 'we can be wrong, and that's okay'... kind of like Buddhism.
But it needs to work both ways.
They can be wrong, and acknowledge it, or be wrong and deny it.
The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
