I agree what what's done is done, so anything he does will already have the consequences played out, but he may not realize that. Bran may turn out to be the "cause" for some other interesting things as well.

If he does try it again, I'm thinking yeah, he's just following fate. What's done is done, the ink is dry and all that. The illusion of free will and overall determinism of the universe.
As for the Stark thing, there's no way to tell that from the episode unfortunately. In the books the Night King is supposedly the 13th Lord Commander of the Night's Watch, which was obviously only formed after the Wall went up, which was after the White Walkers were around for a while.
