I think his goal is to remove the aristocracy and the throne altogether. He is Lord of Harrenhal. He has installed himself as de facto ruler of the Vale.

He could see himself as Lord of Harrenhal and lord of the Vale and whatchamacall it, Warden of the East?
And he could see himself as Sansa's husband, and--if things break right--thereby the King in the North.
If he might wind up with both the East and the North, then I'm not convinced he doesn't have his eye on the iron throne. But I grant you that he'd have been willing to start this war for any one of these lesser goals, and that he might be happy to settle for any one of the lesser goals if a shot at the iron throne doesn't manifest.
Oh! He may be in Harrenhal when the dragons return.
