It's a difficult one. I'd say that to be a Christian, legally speaking, you just have to say you're a Christian.
I don't see what other meaningful sense there is, since no one has the authority to say who is and isn't a Christian. And no one can (easily) test your beliefs.
So it really means nothing concrete, it's just a statement of being in a certain religion. I can say I'm one right now. Sure, everyone will say I'm not a True Christian but Christians say that to each other all the time.
