Things may be different in America.
It's based by the state you live in. Two examples: Maryland and Pennsylvania.
In Maryland, depending on which county you reside in, depends on how much your county tax will be. A portion of your county taxes pay for the schools in that county. So in that case, yes - all taxpayers contribute towards the schools.
However, in Pennsylvania, it is different. Only property owners receive school tax bills. If you rent, I'm assuming that a portion of your rent goes towards property and school taxes for the land owner, but you never actually receive a bill for such things. So if you're a retired couple, with no kids, but you live in PA and you own your own house - you're still gonna pay school tax. If you're a retired couple, with no kids, living in PA but you rent your house - you don't receive a school or a property tax bill.
