Libya is sitting on oil, which I'm sure any number of countries would be willing to get their hands on. I don't think the U.S. Not playing ball with him would do much of a dent to his wealth.
Regardless, I don't see how sending the country into economic turmoil would be more peaceful than what happened. It would end up being the little guy that suffered, and it would still send the country into chaos.
