Again, what did she do that is illegal? As far as we know, everyone present was 16 or over.
Providing pot might the worst she actually did from the legal perspective.
As to being raped by the 16 year old, it is only rape if she both failed to give consent and believed the sexual act was rape. It is not rape if she didn't think it was rape afterwards, even if she was passed out and could not give a priori consent.
It looks to me like popular discomfort with the acts trumped actual rule of law.
